Furthermore, the repackaged version of the album, NCT #127 Regulate, featuring "Simon Says" was released on November 23 and due to his preparations to debut in NCT's fourth, Chinese unit, WayV, Winwin halted his activities with the unit and didn't participate in the promotions activities for the reissue. The group began the new decade with the release of a shortened music video for "Dreams Come True", the final track off of their second full-length album, titled Neo Zone as a gift to their fans and the part of the "127 Day". The clip also marked Jungwoo's return from his hiatus. To promote the releases, the group embarked on their second world tour, Neo City: The Link, starting from December 17 with three shows at Gocheok Sky Dome in Seoul.

In 2022, the Neo City: The Link tour would later continue with stops in Japan from May to June, which brought over 220,000 spectators in total, a special 2-day concert titled Neo City: Seoul – The Link+ and held at the Seoul Olympic Stadium, as well as Southeast Asia from July to December.
